A delegation representing the PLO left the West Bank for Jordan on Sunday en route to the Syrian capital where they are scheduled to check up on the conditions of Palestinian refugees in the war-torn country.
The delegation is headed by member of the PLO Executive Committee Zakariyya al-Agha who also chairs the PLO’s refugees affairs department.
In a statement Sunday, al-Agha said the visit to Syria comes to follow up decisions during previous trips.
The delegation, according to al-Agha, will work with concerned parties in Syria to try and overcome obstacles which impeded implementation of a PLO initiative to avoid involving Palestinian refugees in the ongoing conflict.
The initiative came after gunmen redeployed in the Yarmouk refugee camp and as a result the camp came under blockade again.
The delegation will also hold meetings with representatives of PLO factions in Syria.

A Palestinian journalist killed Saturday evening under torture in Syrian regime prison and a Palestinian lieutenant of Palestine Liberation Army shot dead by the Free army, Action group reported. Action Group for Palestinians in Syria said in a statement that Belal Belal, 30, from Muadamiyat al-Sham was killed under torture in the Syrian regime prisons. The Air Force Intelligence Directorate forces arrested him in 2011 and been trialed before the military field court which sentenced him to 15 years.
The group also reported that Mohammed Alyouti, first lieutenant in the Palestinian liberation army, shot dead by the Free army.
It pointed out that clashes between Syrian regime army and opposition, erupted in al-Nayrab refugee camp, caused much horror and terror to citizens.
In Yarmok refugee camp, subjected to a blocked for more than 295 days, small quantities of food aids were distributed and a little number of humanitarian cases were allowed to leave to Damascus hospitals to receive treatment.
Yarmok's residents lack medical care, supplies and staffs. They suffer the cut of electricity for more than a month in addition to mobile communications and internet services.

Thousands of Palestinians thronged into the hall of Dock Pullman in central Paris coming from across Europe to attend the 12th Palestinians in Europe Conference, the Safa news agency reported. “A united Palestine for the Promise of Return” will be the slogan for this year’s one-day conference, to be held in coordination between the London-based Palestinian Return Centre (PRC), the Palestinian Forum in France, as well as European supporters of Palestine.
Key speakers at the conference are Former Jordanian Prime Minister Taher al-Masri, Palestinian ambassador to France Hayel Fahoum, President of the Palestinian Legislative Council (PLC) Aziz Dweik (via video conferencing technology), in addition to Arab ambassadors to Paris and diplomats. |
Head of the organizing committee for the conference Mazen Khail expected the turnout to be up to 18,000 and conference to make headlines as leaders of Palestinian communities of Europe and good number of solidarity activists are participating, the Safa news agency reported.
In a previous statement, Khail said the key issues to be on the agenda for this year’s conference are the right of return for refugees, the plight of Palestinian refugees in Syria, Gaza Siege, Israeli settlement, Jerusalem, prisoners, Apartheid Wall, and Negotiations.

Yousuf Hood 6, died on May 2, 2014
A Palestinian child was killed on Friday when a mortar projectile landed in Neirab refugee camp in Aleppo, according to the action group for the Palestinians in Syria. The child was identified as Yousuf Hood. Other civilians suffered injuries in the mortar attack on the camp.
In the besieged Yarmouk refugee camp, the UNRWA was able to distribute some food parcels among the residents and help some patients to leave the camp.
Some residents in Al-Yarmouk camp managed to cultivate some crops in empty lands, public parks and rooftops so as to meet their food needs, especially since the food aid distributed every once in a while does not suffice for all residents.
In another incident, Ali Skafi, one of the four Palestinian Asylum-seekers who were arrested on April 23 in Sri Lanka, was transferred to hospital after a sharp decline in his health condition.
Skafi and three other Palestinians, who fled the Syrian war, have been on hunger strike for several days in protest at their detention and exposure to maltreatment by the Sri Lankan authorities.
The detainees are still in a military prison and they are 22-year-old Hosam Shahabi from Al-Yarmouk camp, 20-year-old Mohamed Hussein from Daraa camp, 25-year-old Ali Skafi from Husseiniyeh camp and Ihab Addali from Muzeireeb town in Daraa.
The detainees appealed to human rights groups to intervene quickly to have them released from a Sri Lankan jail.
For its part, the action group for the Palestinians in Syria called on the UNHCR to assume its responsibility towards these four Palestinian refugees and move to save them.
It stressed that the detention and maltreatment of asylum seekers violate the international law.

Twelve Palestinian refugees, including two children and a woman, were deported by Tunisian authorities on Thursday after having been denied access into the Tunisian territories and detained at Carthage International airport since last Sunday. According to the action group for Palestinians of Syria, the Tunisian authorities pressed ahead with the deportation order and forced the refugees out of the country despite appeals and warning made by the Group and other human rights organizations against the potential risks of deportation.
One of the deportees said that they had tried to enter Libya which refused to receive them at pretext of illegal visas and deported them to Tunisia where they were detained in the Tunisian airport transit lounge and flown back to Lebanon.
The refugee revealed concerns over chances of being deported by Lebanese authorities to Syria, where they are very likely to be arrested as soon as they arrive.
The deported refugees called on all human rights and civil action organizations to immediately intervene so as to bring such risky deportation orders to a halt.
The Action Group carried out several calls to Tunisian and foreign stakeholders, including a phone call to Tunisian Amnesty International representative Zuhair Makhlouf who, surprisingly, rejected all possible negotiations except for ensuring the detainees would not be physically assaulted or insulted.
The Group urged the Tunisian authorities to regard the detainees as refugees, who have rights ensured by the International Law, and called on the airport authorities to allow Palestinian refugees’ access into the country after having been displaced from Syria.
The refugees arrived at Beirut airport on Thursday afternoon and entered Lebanese territories without any exceptional measures.
In a related context, the Turkish authorities released on Wednesday the Palestinian and Syrian refugees who have been arrested during a sit-in staged in front of the Palestinian Embassy in Ankara to demand better living conditions.
The refugees were released overnight and transferred to Urfa camp, where they had previously settled.

Yarmouk refugee Abdullah Zaatout, 47, was tortured to death in Syrian prisons after having being detained for more than year, the Group further documented.
Another Palestinian refugee, Muhammad Kyali, from the Yarmouk refugee camp, died of wounds following violent clashes between Free Syrian army and regime forces in Damascus.
An UNRWA food convoy gained, after a six-day-break, access into the Yarmouk refugee camp, where dozens have been protesting food shortages and inequitable distribution mechanisms.
According to Elderly Um Muhammad, “Things could have been much less tragic if the siege were lifted and free access out of and into the camp was ensured. We could have at least been able to purchase our own needed food items and medical supplies to trim down the toll of siege casualties.”

Three Palestinian refugees have been tortured to death in Syrian regime's prisons, while aid supplies' access to Yarmouk besieged refugee camp has been stopped after four days of distribution. Action Group for Palestinian Refugees in Syria has confirmed the martyrdom of three Palestinians after being subjected to severe torture in Syrian prisons, including two brothers.
The Action Group has earlier reported that 11 Palestinian refugees were killed in Syria last week.
A state of frustration has prevailed in Yarmouk refugee camp after the halt of aid supply distribution without given reasons.
Yarmouk residents have complained of the mass arrest campaign during the past few days targeting Palestinian youths during UNRWA food supply distribution.
For his part, head of the Central Committee for Reconciliation in Syria Issa Jaber said that Yarmouk refugee camp's main problem is Palestinian armed groups’ conflict, noting that reaching an agreement between these groups would solve the camp’s problem immediately.
On the other hand, Aidin refugee camp in Homs city was subjected yesterday to heavy fire by Syrian regime army stationed above the city's citadel, during the funeral of some martyrs killed during shelling.

Christopher Gans the official spokesman for the Relief and Works Agency for Palestine Refugees (UNRWA) condemned the killing of three children of Palestinian refugees in different parts of Syria, and called on all fighters to comply with international law to protect civilians. He said in an interview with ALQuds Alrabi that ," These killings tragically illustrate the callous disregard of the laws of war which is resulting in the deaths of so many Syrian and Palestinian children."
On 18 April, an eleven year old Qusay Shuraieh, sustained serious head injuries when a vehicle-borne explosive device detonated near Bilal Al-Habas mosque in Homs. He fell into a coma from which he never recovered, and passed away on 22 April in Bisan Hospital in Homs camp. His family had found refuge in Homs camp after being displaced, initially from Ein Al Tal Palestine refugee camp in April 2013, and subsequently from Aleppo in February this year. Qusay’s twelve-year old brother was also seriously injured in the same explosion, along with seven other Palestine refugee children between the ages of six and fourteen.
In Dara’a city, on 22 April, Malek Hasan Turani, also eleven years of age, was caught in an explosion as he walked home from school with friends and family. He was killed instantly when he was struck in the head by shrapnel from the explosion.
On 10 March, seven year old Nureiddin Majed Al Khalily was gravely injured when what appeared to be a stray bullet struck the back of his head as he walked home from an UNRWA school in Homs Palestine refugee camp, accompanied by his nine-year old brother. He instantly fell unconscious and remained so until his death in the early hours of 15 March at Al Zaiem Hospital, Homs. Noureddin’s family are long-time residents of Homs camp.
Gans did not give any figures for the number of Palestinian refugee children who were killed in the conflict in Syria for more than three years and said , 'We do not keep a record of the number of deaths of children since the conflict still exists and our main mission is to provide humanitarian assistance and basic services".
He thanked the forces on Yarmouk refugee camp , who allowed the entry of UNRWA in the past few days and eased delivering aids to the people. He hoped that the conditions would be better when the Secretary-General submit its third report on the implementation of resolution no. 2139 at the end of May.
Gans said " The latest report submitted by the secretary-General reflects a grim picture of the humanitarian situation across Syria, including the Yarmouk refugee camp."
UNRWA’s thoughts are with the families of Noureddin, Qusay and Malek during this sorrowful time of bereavement.
UNRWA issued statement about the death of three children ,"The tragic deaths of Noureddin, Qusay and Malek epitomize the reckless disregard for human life that defines the armed conflict in Syria. Their deaths resulted from the indiscriminate use of extremely lethal weapons and explosive devices in civilian areas, in violation of international humanitarian law and the obligation to protect civilians".
In the strongest possible terms, UNRWA reiterates its demand that all parties to the Syria conflict comply with their obligations under international law and desist from conducting conflict in civilian areas.
These and other legal obligations were underscored in UN Security Council resolution 2139 of 22 February 2014.
UNRWA calls again on the parties to avoid recourse to violence and armed conflict and to seek a resolution of the Syria conflict through dialogue and political negotiations.

UNRWA issued statement about the death of three children ,"The tragic deaths of Noureddin, Qusay and Malek epitomize the reckless disregard for human life that defines the armed conflict in Syria. Their deaths resulted from the indiscriminate use of extremely lethal weapons and explosive devices in civilian areas, in violation of international humanitarian law and the obligation to protect civilians".
In the strongest possible terms, UNRWA reiterates its demand that all parties to the Syria conflict comply with their obligations under international law and desist from conducting conflict in civilian areas.
These and other legal obligations were underscored in UN Security Council resolution 2139 of 22 February 2014.
UNRWA calls again on the parties to avoid recourse to violence and armed conflict and to seek a resolution of the Syria conflict through dialogue and political negotiations.

A Palestinian refugee killed Sunday under torture in the Syrian regime prisons after being arrested for 14 months. Action Group for Palestinians in Syria reported that Basel al-Kharma from Yarmouk refugee camp was tortured to death in the Syrian prisons.
In Garmana Camp a number of Palestinian refugees were injured by Syrian regime artillery shells attack , they added.
According to the group , Syrian regime army attacked al-Muzereb neighborhood in Dara'a with explosive barrel bombs which caused mass damages to a nearby children school and many injuries among civilians were also reported, most of them were children.
The group said that the surrounding areas of Khan al-Sheikh Camp were also attacked by barrel bombs.
In February 2, 2014 , the Syrian regime attacked UNRWA Taran school in al-Muzereb town with explosive barrel bombs which left about 40 students injured and four of the school staff. It is worth to mention that about 800,500 Palestinian refugees live in the town.
It also reported that members of al-quds brigade of the Syrian regime army erected a number of military barriers in Neirab camp after announcing the murder of one of their members in Aleppo.

Palestinian premier Ismail Haneyya reiterated the Palestinian people's rejection of any project aimed at resettling the Palestinian refugees in Jordan or giving them an alternative homeland elsewhere. "The Palestinian people has no land or home except Palestine and refuse to accept any type of compensation, internationalization, resettlement or project aimed at liquidating the Palestinian cause," premier Haneyya stated during his visit on Sunday to the Jordanian field hospital to offer condolences for the death of one of its employees.
He stressed that the Palestinians are with their brothers in Jordan against all conspiracies targeting Jordan and hailed the Jordanian leadership for its historical positions in support of the Palestinian cause.
The premier recalled the 1968 Karameh battle in Jordan when the Palestinians alongside Jordanian forces inflicted heavy losses upon the Israeli army, and said that victory opened the way wide for the Palestinian armed struggle against the occupation.
He urged the Jordanian leadership to make great strides in confronting Israel's plots against the holy sites in occupied Jerusalem, especially the Aqsa Mosque.

A Palestinian refugee was proclaimed dead on Sunday while some food aid was allowed into Al-Yarmouk refugee camp for the fourth consecutive day, the action group for the Palestinians in Syria said. According to the group, a refugee from Al-Yarmouk camp identified as Basel Kherma died after his exposure to excruciating torture for more than year in a Syrian jail.
The UNRWA was able to distribute only small quantities of food aid for the fourth day in the camp as a result of the restrictions imposed on entry of goods and individuals.
Scores of residents flocked into Al-Raija square in order to get food parcels as some people with health problems were helped to leave the camp for medical treatment, the action group affirmed.
Al-Yarmouk refugee camp in Damascus has been under tight blockade for about 10 months by the Syrian regime forces and their allied militias.
