Syria's Palestinian refugees twice displaced
The Syrian tragedy has deepened the Palestinian refugees' suffering, especially that they have been exiled from their home, and then displaced from Syria to Jordan due to the Syrian crisis that has also affected the Palestinian refugee camps. The historical irony is that the Palestinian refugees have suffered the bitterness of asylum twice during half a century, facing very difficult humanitarian situation and Arab, Islamic and international betrayal.
The Jordanian authorities have prevented the entry of Palestinian refugees from Syria to the Jordanian cities which is allowed to the Syrian refugees, for fear that Jordan, which is already the host to hundreds of thousands of Palestinian refugees, becomes an alternative homeland, with Jordanian officials stressing the Jordanian inability to shelter the Palestinian refugees.
New UNRWA report confirmed that the majority of Sriya's Palestinian refugees in Jordan have integrated into the Jordanian society without UNRWA having to meet their basic humanitarian needs.
However, the number of Syria's Palestinian refugees in Jordan is not exactly known where some expectations and estimates said that about 3448 Palestinian refugees have fled to Jordan but others are talking about larger numbers, especially after targeting the Yarmouk refugee camp.
Concerning the contradicting figures, the director of the Jordanian Society for the Refugees, Ayman Adakks, stated that the Palestinian refugees in Jordan is concentrated in "Cyber City" housing where they are not allowed to leave it only with Jordanian guarantor for one or two days.
Adakks did not mention exact numbers of Palestinian refugees in Jordan, but he suggested that the official strict measures have limited the refugees' number in Jordan compared with Lebanon.
As Syria crisis intensifies, the Jordanian authorities started providing any Palestinian refugee with housing in Cyber City.
Head of the Quran and Sunnah Association, Zayed Hammad, stated that Cyber City housing is originally a residence for the Asian workers, but it was closed due to its inhuman conditions, where the association restored the housing to receive the Palestinian refugees.
Hammad pointed out to the difficulties in estimating the Palestinian refugees' number in Jordan due to the melting of a number of Palestinian refugees with their brothers Syrian refugees, adding that number of Syria's Palestinian refugees have entered to Zaatari camp without giving their Palestinian documents so as not to return them in light of the Syrian tragic situations.
Palestinian refugees complained against the PA neglect to their cause, where representatives of Syria's Palestinian refugees in Jordan accused PA parties of stealing the money and aid sent to them from Palestine.
Adakks pointed out that humanitarian organizations have provided aid convoys to refugees in known places, however, a number of Palestinian refugees in unknown accommodation suffer shortage of aid supplies.
Adakks confirmed that UNRWA "offers one dollar per day for each refugee in Cyber City ", and this is certainly not enough in light of their difficult psychological and humanitarian situation.
Hammad pointed out to the good services provided by relief organizations to refugees. However, he asked about the "reasons for discriminating between Syrian and Palestinian refugees.
Hammad called for "assisting the Palestinian and Syrian refugee properly until the end of the humanitarian crisis."

UNRWA Deplores Brutal Killing of Two Palestine Refugees in Yarmouk
The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) Condemns the killing of two Palestinian men who were hanged in public on Palestine Street in Yarmouk, a suburb in the south of Damascus city on Saturday 3rd March.
Prior to the Syria conflict, Yarmouk and its neighbouring areas were home to over 150,000 Palestine refugees living alongside approximately one million Syrians. In December 2012, intense fighting triggered large scale displacement of Palestinians and Syrians living in Yarmouk. Since then, armed opposition groups have maintained a presence in residential areas, with government forces positioned at the northern entrance of Yarmouk.
UNRWA is shocked and distressed by these killings and the manner in which they were carried out. International humanitarian law applies to all parties to the conflict in Syria and extra-judicial killings are in violation of that law. UNRWA particularly deplores the increased levels of fear and trauma these deaths will generate among Palestine refugees across Syria.
UNRWA appeals to all armed groups, including armed opposition groups, to respect the neutrality of Yarmouk and other Palestine refugee camps across Syria, to refrain from maintaining a presence in these camps, and to desist from conducting armed conflict in residential areas.
UNRWA recalls assurances from the Government of Syria to respect the neutrality of Palestine refugee camps. UNRWA calls on the Government of Syria to fulfil these assurances and to avoid conducting armed conflict in residential areas, including in Palestine refugee camps.
UNRWA urgently appeals to all sides of the conflict to abide by their obligations under international law and to seek through dialogue and negotiations a peaceful resolution of the Syria conflict.

It said in a statement on Sunday that 14 Palestinian refugees were killed last week due to the continued attacks and sniper fire in refugee camps.
The workgroup said that Palestinian refugee camps in Syria were experiencing very difficult living conditions especially in Yarmouk, Nairab, Husseiniya, and Sabbine camps.
It said that basic foodstuffs and medicines ran out of stock in those camps as a result of the tight siege, adding that all refugee camps suffer shortages in bread, fuel, and power in addition to unemployment, increase in prices, and absence of many foodstuffs.

UNRWA condemns attacks on Palestinian children in Syria
The UN Relief and Works Agency for Palestine Refugees (UNRWA) has condemned attacks on Palestinian children in Syria. The agency said in a press release that on the afternoon of Monday 25 February, Basem al-Hindi, a 14 year-old Palestinian refugee living in Syria, sustained serious shrapnel wounds to his head suspected to be from a mortar round which exploded on a public road in Damascus.
The statement said: "A few hours later, Basem died of his wounds. This fatal incident occurred in Qaboun, Damascus, within metres of UNRWA’s Tantouri School, where Basem was a student. Tantouri is one of thirty schools managed by UNRWA and currently functioning in the wider area of Damascus suburbs."
According to URNWA, the explosion that took the life of Basem al-Hindi occurred approximately ten minutes after the school day had ended, and as the 250 Palestine refugee children attending Tantouri School were streaming out of the compound to head home, many of them on foot.
It added that another Palestinian student was injured in the explosion, while a Syrian man and his two daughters were killed. The explosion reportedly targeted a checkpoint recently set up close to the school.
UNRWA expressed that it "is saddened by this tragic and violent end to the life of a Palestine refugee child and three members of a Syrian family."
It has strongly condemned the perpetrators of this act, and deplored "the flagrant manner in which the safety and lives of so many Palestinian refugee children in the area were placed in grave danger", adding that no military or political objective could justify such blatant disregard for the safety of children or the sanctity of human life.
The agency repeated its call to all sides to desist from taking up positions or conducting the conflict in residential areas. All sides must comply with their international legal obligations, notably the duty to respect and preserve human life, and to protect refugees and other civilians in armed conflict.
"UNRWA, once more and with a renewed sense of urgency, reiterates its previous calls to all concerned parties to resolve the conflict in Syria through dialogue and negotiations," added the statement.
